Update as of 29 February 2024 

Thank you all for your feedback on the proposals to introduce a School Street access restriction on Oak Avenue, and Red Route Restrictions on parts of Springwell Road, for Springwell Infants and Nursery.

Overview 

In recent years, the council has stepped up its efforts to tackle problems associated with traffic around schools at drop-off and pick-up times, notably road safety concerns, poor air quality, and inconvenience to residents, through the introduction of School Street access restrictions. School Streets prohibit access to a road by motor vehicles during particular times of the day, around school start and finish times. 

Following successful implementation of a School Street at the Speart Lane entrance to Springwell Infant and Nursery Schooland further to requests from residents and discussions local Councillors, we are now consulting on a proposal to implement an additional extent of School Street in your area. 

 

What are we Proposing  

The proposed school street restriction will cover the whole of Oak Avenue, and will operate between Monday – Friday, 8.15 - 9.15am and 2.45 - 3.45pm, during school term time, matching the times of the existing scheme. There will be exemptions for those who live within the zone – that is ALL of Oak Avenue addresses - and their visitors, as well as blue badge holders and easily recognisable delivery vehicles (e.g. supermarket lorries).  

To compliment the school street restrictions, and prevent obstructive parking at junctions, we also propose to replace existing yellow line restrictions with red route no stopping restrictions as follows: 

  • Double red line No Stopping “At Any Time“ restrictions at the junctions of Springwell Road with Cranford Lane, Oak Avenue and Speart Lane; 

  • Single red line No Stopping Monday – Saturday 8am – 6.30pm restrictions on the eastern side of Springwell Road between Cranford Lane and Speart Lane 

Red Route controls place strict limitations on parking, preventing not only waiting and loading, but stopping also. They can be enforced by CCTV, unlike most other parking restrictions such as yellow lines.  

Both the school street and red route restrictions will be enforced by the Council through the use of CCTV, which could be either mobile or fixed cameras.

The proposals form part of the Council’s commitment to promoting active travel (encourage children to walk, cycle and scoot to school), reduce pollution and improve safety outside the school.
