Hounslow Council wants your views on a proposal for the introduction of a controlled parking zone (CPZ) in Francis Road to be included as part of the wider Hounslow West CPZ. Basildene Road in part and the unrestricted part of Rosemary Avenue will also be included. The consultation is open for your views until 9 March 2026.


Overview

A petition has been received by the council requesting the introduction of a controlled parking zone (CPZ) in Francis Road, Hounslow. The council has also received complaints about inconsiderate and obstructive parking on the road. As a result of the petition, the council are now commencing consultation regarding the possible inclusion of Francis Road into the existing Hounslow West CPZ.

Due to the close proximity of Nos. 2-44 and 1a–23 Basildene Road and Nos. 59-97 and 62-76 Rosemary Avenue, the CPZ proposals also extend to these roads. The council seek the views of those who live or work within these roads on the proposed inclusion into the existing Hounslow West CPZ to determine whether there is wider support for the scheme.

The petition identifies that the lack of parking controls on Francis Road has resulted in an increase of long-stay parking by non-residents which can often result in obstructive or indiscriminate parking taking place. It is suggested that this increased parking is having a negative impact on parking provisions for residents and their visitors.



What are we proposing?

We seek your views on the following:

Inclusion of all of Francis Road, Nos. 2-44 and 1a–23 Basildene Road and Nos. 59-97 and 62-76 Rosemary Avenue, in the nearby Hounslow West CPZ, which operates Monday-Friday, 9.30am-5.30pm and Saturday 9.30am-12.30pm.

Why are we proposing this?

To resolve the issues raised in the petition by removing long-stay non-resident parking in the area, having it reserved for local resident permit holders on specific days and times.

Drop-in session – come and meet the team to discuss any queries you have about the scheme. We will be at Hounslow Library, Bath Road, TW3 3EB between 2pm and 4pm on Tuesday 17 February 2026.

Whether supportive of the proposed CPZ or not, we ask you to share your views by completing the online questionnaire or writing to us by 9 March 2026.

Online – Take the Francis Road area CPZ online questionnaire by clicking on the link below. It should take approximately 5-10 minutes to complete.

Email – Please complete the paper questionnaire, available to print via the right-hand side of this webpage, and email it to consult@hounslow.gov.uk by scanning or photographing the completed questionnaire. If using this method, please ensure that your response and/or comments are clearly visible, and that the subject or body of the email identifies that it is a response to Francis Road Area Proposed CPZ.

Post - Alternatively, you can return the questionnaire by post to the address at the top of this letter, quoting “Transport and Parking”. You can also return it to your local library at Hounslow Library, Bath Road, Hounslow, TW3 3EB or to any other library in the Borough. Further copies of the questionnaire are also available at Hounslow Library.

Next steps
