Layton Road / Ealing Road - Low Traffic Neighbourhood

As part of the ongoing three year Community Led Scheme programme, and further to the public consultation conducted in December 2022, ‘to restrict northbound traffic movements from Brook Lane North onto the Great West Road (A4)’, the London Borough of Hounslow has decided to uphold the objections received and to not progress those proposals.

Layton Road / Ealing Road - Low Traffic Neighbourhood

As part of the ongoing three year Community Led Scheme programme, and further to the public consultation conducted in December 2022, ‘to restrict northbound traffic movements from Brook Lane North onto the Great West Road (A4)’, the London Borough of Hounslow has decided to uphold the objections received and to not progress those proposals.

Following discussions between local ward councillors and council officers, we are now consulting on an alternative proposal to close Layton Road at its junction with Ealing Road, using bollards to prevent access. Emergency service vehicles would be able to access from Ealing Road via a collapsible bollard

What is the proposed scheme?

Closing Layton Road at its’ junction with Ealing Road would prevent through-traffic from using Layton Road to reach the A4 Great West Road. An arrangement such as this was recently implemented at Hounslow Road / The Vale, Feltham (as shown in the image below).

The council is committed to making our roads safer for everyone living, working and visiting the borough. These changes aim to create an environment that will not only prevent vehicles using Layton Road to reach the A4, but they will also help encourage more walking and cycling, improve air quality and reduce emissions within the local area. 

The following traffic management measure is proposed:

  • Introduction of a point of no-entry at the Layton Road junction where it meets Ealing Road.
  • Bollards would be installed to prevent access to Layton Road with a collapsible bollard to allow for emergency vehicles to access from Ealing Road. The footway is proposed to be converted to shared use for pedestrians and cyclist to improve cycle accessibility through the road closure.
  • To facilitate the movement of articulated delivery lorries to Transteel (Units 2, 3 Layton Road) it would be necessary to make junction alterations at the Layton Road / Brook Lane North junction, and to convert 10 parking spaces (opposite the entrance to Transteel company), into 'no waiting and no loading' restrictions. 

Unlike a more traditional one-way road, the point of no-entry would only restrict traffic at that precise location, allowing two-way traffic on the rest of Layton Road. Please click on the ‘Plan of Proposals’ link mentioned above.

Some expected benefits of this proposal 

Improved road safety.

Reduced traffic speeds and traffic volumes (once traffic is unable to use Layton Road as a thoroughfare from Point A - Ealing Road to Point B - Great West Road) will improve road safety.

Improved neighbourly environment.

  • A more peaceful community environment during the daytime and and even more beneficial at night-time. 
  • Having less traffic also means less pollution outside residents’ doors.
  • Reduced idling of engines, and litter from waiting cabs.
