Every year the Council seeks views on our proposed admission arrangements for community schools (Council maintained), this is in line with the Department for Education’s School Admissions Code. We are now looking at the admission arrangements for community schools for the 2027-2028 academic year.

There are no changes to the admission criteria as last determined (formally agreed) for 2026-2027, though as in previous years, we are proposing a reduction to the Published Admission Number (PAN) for some schools (this is the pupil intake into the schools for the reception year group). Reducing the intake can help schools manage the impact that the overall decline in pupil numbers has on their budgets and resources.

The Local Authority and Hounslow schools work collaboratively on School Organisation place planning and decision making. A number of factors are regularly reviewed through termly meetings with headteachers, such as pupil projections and surplus places, which inform proposed changes to Published Admission Numbers.

What are we asking? 

We are seeking views on: 

The 2027-2028 admission arrangements for community schools with no changes to the admission criteria. However, we are proposing a reduction in the PAN at the schools listed below. 

Proposed PAN reductions for 2027- 2028 academic year:

Beavers Community Primary School – reducing from 90 to 60

Cardinal Primary School – reducing from 90 to 60

Lionel Primary School – reducing from 90 to 60

Marlborough Primary School – reducing from 90 to 60

Norwood Green Infant and Nursery School – reducing from 120 to 90

The Orchard Primary School – reducing from 90 to 60

Southville Primary School – reducing from 90 to 60

Springwell School – reducing from 90 to 60

The PAN reduction proposed only relates to the academic year starting September 2027.

Why are there two similar consultations?

This consultation relates to the admissions arrangements for the academic year 2027-2028. At the same time we are seeking your views on the shape of the new School Organisation Plan, which takes a longer time view over how school places should be managed.
