Background
The West London Waste Plan sets out how the seven West London Waste Planning Authorities—Brent, Ealing, Harrow, Hillingdon, Hounslow, Richmond upon Thames, and the Old Oak and Park Royal Development Corporation (OPDC) plan to manage waste related development across west London.
It is a statutory requirement to produce an up-to-date waste plan. The current plan was published in 2015 and the boroughs are now preparing a new version to make sure it reflects national policy, the London Plan and local priorities.
Once adopted, the new West London Waste Plan will replace the 2015 version of the West London Waste Plan. It will set out the planning strategy for waste management in the plan area up to the year 2041 and will include policies to be used when assessing planning applications that relate to waste management. It also identifies sites proposed to be safeguarded for waste use.
About the Publication
The Regulation 19 Consultation is now closed and the representations that have been received will now be reviewed by officers before the West London Waste Plan is submitted to the Secretary of State for examination. This follows on from the ‘Regulation 18’ consultation, which took place between December 2025 and February 2026. A consultation statement (known as a ‘Regulation 22 Consultation Statement’) will be produced to show how comments received at both Regulation 18 and Regulation 19 have and will be taken into account. This will be submitted to the Secretary of State along with other core submission documents to inform the examination of the West London Waste Plan in due course
