Background
In 2015, the west London Boroughs of Brent, Ealing, Harrow, Hillingdon, Hounslow and Richmond upon Thames along with the Old Oak and Park Royal Development Corporation (OPDC) published a Joint Waste Plan (known as the West London Waste Plan 2015) which set out a planning strategy for the management of waste across West London.
These seven West London Waste Planning Authorities have now commenced the review of the West London Waste Plan to ensure that it remains up to date and continues to provide a sound and effective planning strategy for waste management in accordance with national policy, the London Plan, and local priorities.
It is a statutory requirement to produce an up-to-date waste plan. Once adopted, the updated West London Waste Plan will replace the 2015version of the West London Waste Plan.It will set out the planning strategy for waste management in the plan area up to 2041 and will include policies to be used when assessing planning applications that relate to waste management. It also identifies sites proposed to be safeguarded for waste use.
The consultation
The first consultation relating to the updated West London Waste Plan (known formally as the ‘Regulation 18 Draft Updated West London Waste Plan’) has now closed. The consultation ran from Thursday 11th December2025 to Thursday 5th February 2026.

The updated West London Waste Plan document and supporting documents were made publicly available for inspection at venues across West London.

Planning officers for the seven authorities will now review your comments and consider these when drafting the next version of the Updated West London Waste Plan to be consulted later in 2026. This second round of consultation (known as the ‘Regulation 19 consultation') will include a consultation statement showing how your comments have been considered.
