Should Hounslow’s Public Space Protection Order for Alcohol Related Anti-Social Behaviour continue beyond April 8, 2025?

The Council is consulting on a three year Public Space Protection Order (PSPO) to tackle anti-social behaviour associated with alcohol from 9 April 2025 until 8 April 2028. We would like your views on this before 9am, Tuesday 28 January 2025.


On April 8, 2025 the current three year Public Space Protection Order for Alcohol Related Anti-Social Behaviour ends. Hounslow Council want to introduce a new one to start on April 9, 2025. Since each PSPO must be considered new, we are consulting with residents, businesses and visitors to hear their views.


What is a Public Space Protection Order (PSPO)?

A PSPO is a power under Section 59 of the Anti-Social Behaviour, Crime and Policing Act 2014. It allows authorities to target a particular problem in an area where local people’s quality of life is being damaged by anti-social behaviour (ASB). It means we do not need to introduce blanket bans in public spaces, which the law-abiding majority enjoy responsibly.


What this means

Most residents who drink alcohol do so responsibly. However, there are some who do not and their actions damage communities. A PSPO allows council and other authorised officers to tackle the issue using Fixed Penalties. How will the Public Space Protection Order (PSPO) help?

The aim is for the PSPO to be imposed across the borough and it will help us to continue:

  • Reducing alcohol related ASB in public spaces
  • Improving the quality of life for residents and visitors in Hounslow
  • Ensuring the law-abiding majority can use and enjoy public spaces.


What options were open to the Council?

Do Nothing. This would mean the powers under the current PSPO for Alcohol Related ASB would end on April 8, 2024. We believe this will reduce the enforcement tools used in the borough to tackle alcohol related ASB in public spaces. This will not have any benefits for the wider community. Under the PSPO we have been able to reduce and prevent many of the issues of alcohol related ASB.

Implement the PSPO. This is our recommendation. We will introduce the PSPO by April 9, 2025 to ensure a continuation of service when the current PSPO expires.


Who are we consulting in the borough?

Everyone who lives, works, studies or visits the borough. We also want to hear from local organisations who support people in the borough.

The consultation will inform the Council’s decision about implementing the Public Space Protection Order for ASB.
