Overview

In early 2014 the Council installed a width restriction on Springwell Road, Heston TW5; adjacent to the existing mini roundabout by the junction with Browning Way, following concerns raised by residents about disproportionate number of HGVs using this estate road as a cut through when delays were being experienced on the major priority roads. Despite this, some HGV drivers were bypassing the width restriction through Broad Walk; Almorah Road and Clairvale Road. Due to road safety concerns, restricting HGV’s above 3.5T (3.5 Tonne) on a section of Springwell Road, is deemed the best alternative option to limit, and reduce the effects of HGV traffic.

Due to the actions of some HGV drivers, the council view it as important to replace the width restriction currently in place, with a weight restriction enforced by ANPR camera, in order to obtain the desired result of reduced HGV traffic using these roads. New ground-breaking technology allows the smart cameras to identify a vehicle by its metric size before predicting its weight category. These cameras, linked to the DVLA will confirm the actual weight; and if above the prescribed weight, a decision is made to issue a penalty charge notice but exempting residents and their guests (i.e. Builders and HGV delivery vehicles)

What we are proposing

As part of the ongoing three year Community Led Scheme programme, Hounslow council are proposing to replace the existing width restriction on Springwell Road, with a 3.5T weight restriction on Springwell Road, between Ash Grove and Clairvale Road.

All local residents with a vehicle weight over 3.5T, that are registered to their address will be placed on an 'exemption list' so that no PCN would be issued to them if they travelled through banned zone. 

Supermarket delivery vehicles are rated below 3.5T, so such vehicles would not be affected by the weight restriction. Replacing the width restriction with a weight restriction also removes regular highways maintenance issues whereby bollards can be struck leading to resetting of the bollards, and localised footway repairs.

Why are we proposing this?

The proposals have been developed in order to deter and prevent the dangers posed by heavy goods vehicles from using Springwell Road as cut-throughs. 

Positive imparts: - 

  • Would be effective in reducing the rat-run and dangerous driving and the damages to traffic road traffics infrastructures. 
  • A safer neighbourhood environment all times.
  • Benefits for those who are negatively affected from heightened volumes of vehicle traffic flows, or from speeding vehicles, affecting both actual and perceived road safety.
