This consultation asks residents and local stakeholders to give your view on whether the Council should allow bike hangars to be installed in locations within Chiswick.
The council consulted residents between 7 February 2025 and 7 March 2025. We have listened to the residents who participated in the original consultation, and as a result, the proposals have been updated to reflect this.
As part of the Council’s commitment to increase levels of cycling in the Hounslow borough, we provide residents with the opportunity to apply for cycle parking in the form of a bike hangar. Bike hangars offer secure cycle parking for residents in areas where the ability to safely store bikes within a property, or the front/rear garden is limited. The brough currently has 40 bike hangars in the borough, 38 of which are fully subscribed and have a waiting list.
The location of a bike hangars is based on a request from residents. Once a request is received and funding is secured, a feasibility assessment and a site visit is undertaken to ensure that the location is viable and a suitable location is proposed. The proposed location is based on many factors including: parking availability, width of the footway, property frontage (bike hangars will not be placed directly outside a pedestrian access) and the proximity to original request.
The bike hangars are installed and managed by CycleHoop. The Council covers the installation cost of new bike hangarand alsoprovides a 50% subsidy on the cost of renting spaces. The annual rental fee per year is £36 per space, with each hangar providing six bike spaces. Rental spaces are managed by CycleHoop and offered on a "first come first serve basis". If you would like to be placed on the priority list for a space within the proposed hangar, then please state that in your consultation response.
What are we proposing?
The Council would like to consult on the following bike hangars in revised locations:
Blenheim Road, Chiswick: The original location residents received was an incorrect plan outside of the Hounslow boundary; the new location can be found within the consultation plans. The proposed location is within a parking bay that is 130m in length, which will allow 23 cars to park after the installation of the hangar.
Grove Park Gardens, Chiswick: The council previously proposed a bike hangar at Ranelagh Gardens, which is a private road as a result, the new proposed location is on Grove Park Gardens within a parking bay that is 26m in length, which will allow four cars to park after the installation of the hangar.
Elliott Road, Chiswick: The previous consultation responses were highly in favour of the installation of a bike hangar, and 35% of the respondents suggested that the bike hangar should be placed on an empty section of a footway; therefore, the new proposed location is on the footway.
Flanders Road, Chiswick: The council previously proposed a bike hangar within a parking bay on Flanders Road, however the there is an existing disabled bay which is not currently in use therefore the new proposed location will be within the old disabled parking bay which is 80m in length still allowing 14 cars to park there.
Plans showing the proposed locations can be seen in the 'Consultation Plans' section on this webpage.
