Yes, some of those receiving travel assistance may no longer be eligible.

The proposed changes will primary affect:

• Young people aged 16-18, especially regarding eligibility and potential family contributions.
• Young people aged 19-25 will continue to receive Travel assistance where the Council determine transport is necessary.

No, there are no proposed changes for children and young people under the age of 16. However, we do encourage young people to take up Travel training to prepare them for adulthood and independence.

The Council currently offers:

• Free transport (e.g. taxi or minibus) for many young people aged 16–25 with an Education, Health and Care Plan (EHCP).
• Payments to help with travel costs (e.g. fuel or public transport fares).
• Travel training to help individuals become more independent.

No, for 16 – 18-year-olds, travel support is discretionary and the Council chooses whether to provide it.

For this age group, the Council is legally required to provide free transport if the Council determines it is necessary.

The changes aim to:

• Better allocate limited resources, supporting those young people with the greatest needs.
• Ensure fairness and consistency.
• Promote independence where possible.

Anybody can respond, but the Council is seeking input from:

• Young people aged 14 – 25 with SEND.
• Parents and carers.
• Schools, colleges, SEND professionals.
• Advocacy and community groups, private organisations, and all Hounslow residents.
