Hounslow Council is inviting expression of interest from voluntary and community sector organisations to manage Passer Court, Feltham, as a community facility.


Hounslow Council would like to encourage and support a greater range of use of the centre to meet local needs and are inviting expressing of interest from VCSE organisations to manage this space as a community facility to achieve this.


Interested organisations are invited to attend a marketplace event 2pm to 4pm Wednesday 23 September 2026 at Passer Court, 149e Sparrow Farm Drive, Feltham TW14 0DH. Please reserve your place via the Eventbrite link.


Premises overview

Passer Court Community Centre, built in 2021, is part of a Council funded residential development of affordable housing comprising about 25 homes built around a courtyard together with a community centre. It is categorised as a D1 Community/Day centre with a floor area of 321sqm and is currently managed by Hounslow Council.

The premises are self-contained. It has its own entrance with a reception area, a small office, a meeting room and a main hall space which can be sub-divided into two rooms by sliding wall panels. The community centre can host up to 150 people. The main hall comprises nearly 180sqm (1,930sq ft) including the wall cupboards at the rear. It can be divided into a front area of approximately 70sqm and a rear area of approximately 97.5 sqm. There is no parking facility at the centre and there is limited availability of on-street parking.

At present, there is limited use of the centre. There is currently a regular, short-term booking for two days a week and the occasional community hire. The premises are also used as an election centre.

The Council's Asset Management Strategy, adopted in March 2024, sets out the vision for how Council owned assets will be managed to best support our Corporate Plan. This includes optimising the way that assets are used for the benefit of communities, providing the services that residents need closer to home. Across the Council’s portfolio of community assets, a number are already managed by community organisations. The Council has identified Passer Court as being suitable for community management and would like to invite proposals from interested community or not for profit organisations.


What we would like to see at Passer Court

The Council wants to ensure that Passer Court can accommodate a range of services and activities that meets the needs of the local community. It should also support the delivery of services by a range of organisations. The key principles that the Council will be looking for in a proposal are:

  • the building will be accessible to the wider community including other voluntary sector organisations
  • it should host services that respond to the needs of and benefit the local community
  • use should be maximised across the week, including evenings and weekends
  • the centre should be well run and managed, providing a safe, comfortable and welcoming environment for service users.


Who can submit an expression of interest?

The Council welcomes proposals from not-for-profit organisations including registered charities, Community Interest Companies, and constituted community group. This may include proposals from a number of individual organisations working together to deliver a vision for the space. The organisation or partnership should take a secular approach and with no organisations whose primary focus is the worship or advancement of a particular faith.

It is important that organisations can demonstrate the following:

Good governance:

  • a clear legal structure
  • appropriate governing document and policies and procedures
  • an active group of trustees with relevant skills
  • regular trustee meetings

Financial viability:

  • financial records that demonstrate your organisation is in sound financial health
  • a sustainable income stream
  • clear financial controls

Organisational capacity and experience

  • understanding of building compliance and health and safety responsibilities
  • facility management experience or skills
  • staff/ volunteer levels
  • appropriate operational systems (e.g. take bookings, arrange repairs and maintenance)
