Hounslow Council is seeking your views on proposals to create safer and quieter streets in the Osterley area (south of the A4). We want to hear from local residents, businesses and road users. The consultation is open for your views until 30 October 2026.
Overview
Hounslow Council is consulting on proposals in the Osterley area (south of the A4) to address concerns about high levels of through traffic, speeding, and road safety.
The proposals are designed to create safer and quieter streets for residents while making the area more accessible for pedestrians and cyclists. The measures include traffic calming, road narrowing, kerb realignment, and timed access restrictions to certain roads. For more detail please see below, and in the plans found to the right of this page.
What are the proposed changes?
| Location | Interventions | Example |
| Thornbury Road Speed Reduction Measures | - Installation of speed cushions to slow traffic while keeping the road open for bus routes.
| Speed Cushions |
Osterley Road Safety Enhancements | - Introduction of speed cushions and road narrowing to reduce speeding.
| Speed Cushions |
- Pedestrian safety improvements at The Grove, including a new footway though the grass verge at the junction
|
|
- Introduction of one speed table south of junction with Church Road.
| |
Musgrave & Borough Roads Through Traffic Reduction | - No left turn onto Wood Lane from Musgrave Road (7am-10am, weekdays).
- No left turn onto Wood Lane from Borough Road (7am-10am, weekdays).
Aimed at preventing traffic from using these roads as shortcuts to avoid the level crossing. | |
Northumberland Avenue Reducing Cut-Through Traffic | - No left turn onto Syon Lane from Northumberland Avenue (7am-10am, weekdays).
All restrictions will be camera-enforced to ensure compliance. |
Why are we proposing these changes?
Traffic surveys conducted in November 2022 highlighted several key issues:
- Through Traffic: Up to 74% of vehicles on Thornbury Road, Osterley Road, and Musgrave Road were found to be passing through without stopping.
- Speeding Issues: Excessive speeds, especially on Thornbury Road and Osterley Road, making them unsuitable for a 20mph limit without intervention.
- School Congestion: Severe congestion during drop-off and pick-up times around Isleworth and Syon School.
- Traffic Flow Patterns: Many vehicles use Northumberland Avenue and Musgrave Road to avoid congestion and level crossings, leading to increased traffic in residential areas.
Why are we engaging?
We are consulting on the proposed changes in order to understand the level of support or otherwise for the proposals, and to take into consideration feedback provided.
These changes are designed to improve road safety, reduce speeding and congestion in residential streets. They will also provide safer conditions for pedestrians and cyclists. We acknowledge there may be some adjustments required to the proposals which is why we ask you to share your local knowledge and experiences on how these proposals may impact you and the local roads.
Who do we want to hear from?
We seek the views from local residents, businesses and road users on the above proposals.
