The London Borough of Hounslow is reviewing its Licensing Policy for 2025-2030 and wants to hear from local residents, businesses, and key organisations. We want your feedback, it will help shape how licensing decisions are made in the borough over the next few years.
Whether you live near a pub, run a business, or attend local events, your input is valuable in ensuring the policy meets the needs of everyone in the community. This consultation is a chance for you to share your views and help shape the future of premises / personal licensing in Hounslow. Please note this Licensing Policy does not apply to licences relating to skips, animals or HMO/houses or scaffoldings.
You can participate in the consultation from 13th January 2025 to 10th March 2025 by providing your views on the draft policy. The Council will review all feedback and may amend the policy to reflect the concerns and suggestions raised.
What is a Licensing Policy?
The Licensing Policy (officially known as the Statement of Licensing Policy) sets out the principles and guidelines the Council follows when making decisions on licences for:
- Premises licences
- Club premises certificates
- Personal licences
- Provisional statements
- Review applications, and
- Temporary event notices that receive objections.
The Licensing Act 2003 requires the Council to review this policy every five years to ensure it reflects local needs and aligns with national regulations. The policy aims to strike a balance between supporting local businesses and maintaining public safety and quality of life for residents.
The Licensing Policy is based on four key objectives:
- Prevention of crime and disorder
- Public safety
- Prevention of public nuisance (e.g., noise and disturbance)
- Protection of children from harm
The policy covers all licensed premises where any of the following take place:
- Sale or supply of alcohol
- Regulated entertainment
- The provision of late-night refreshment
- Supply of alcohol in qualifying clubs.
across the borough, and it is the Council’s responsibility to ensure that these activities do not negatively impact local communities while supporting a vibrant local economy.

The Cumulative Impact Assessment (CIA) was reviewed in 2022 and published in 2023. It covers three cumulative impact areas:
- Hounslow Town centre
- Heston
- Cranford
It has been revisited as part of the review of the Statement of Licensing Policy. The data supporting the cumulative impact assessment has been updated and reviewed accordingly.

The draft Licensing Policy for 2025-2030 sets out how the Council plans to manage licensed premises over the next five years. This includes places like pubs, community centres, nightclubs, and off-licences, as well as events that serve alcohol or provide late-night refreshments.
The draft policy has been prepared in line with guidance from the Home Office and takes into account local circumstances and feedback from previous consultations. It also outlines how the Council will deal with:
- New premises licences
- Club premises certificates
- Personal licences
- Provisional statements (for venues that are not yet open)
- Review applications (reassessing existing licences)
- Temporary Event Notices (TENs) (for one-off events where alcohol is served, with objections considered)
The draft policy aims to ensure that Hounslow’s licensed venues operate safely and responsibly, supporting community life while safeguarding the needs of residents.
Who Will Be Consulted?
The Council is legally required to consult a wide range of stakeholders before finalising the policy. This includes:

- The Fire Authority
- Public Health officials
- Businesses holding premises licences
- Social clubs with club premises certificates
- Individuals with personal licences
