Grove Road Primary School/The Orchard Primary School - HH2
Hounslow Council are seeking your views on revised proposals for the HH2 School Street scheme around Grove Road Primary School and The Orchard Primary School. Following feedback received during the earlier consultation in late 2025, the scheme has been amended to reduce the size of the inner restricted area and extend the outer perimeter. This consultation is open until 25 September 2026, and we would like to hear from residents, parents, businesses and the wider community.

Overview
In recent years, the Council has stepped up its efforts to tackle problems associated with traffic around schools at drop-off and pick-up times, through the introduction of School Streets, to address issues such as road safety concerns, poor air quality, and inconvenience to residents. School Streets prohibit access to a road by motor vehicles during particular times of the day, around school start and finish times.
An initial consultation on the proposed HH2 School Street scheme took place between 6 November and 11 December 2025. Following consultation feedback and subsequent objections received, the Council reviewed the proposals and considered how concerns raised by residents could be addressed. We are now undertaking a further consultation on the amended scheme.
What are we proposing?
The School Street restrictions will be enforced by the Council through the use of CCTV, which could be either mobile or fixed cameras and will operate Monday to Friday from 8.15am to 9.15am and 2.45pm to 3.45pm, during term time only.
Signs will be displayed to notify drivers of the School Street operating times. The School Street signs will still be displayed during school holidays and half term breaks. It is not a statutory requirement to remove, cover or close them.

Outer perimeter
The roads included are Albert Road, Albion Road, Benson Close, Cambria Close, Cromwell Road, Estridge Close, Granville Avenue, Grove Road, Hibernia Road, Inverness Road, Knevett Terrace, Nicholes Road, Penderel Road, Roseville Avenue, Rossindel Road, St Aubyn’s Avenue, Victoria Avenue, and Wellington Avenue.

Inner area
The inner restricted area has been reduced and is located on Cromwell Road between the property boundaries of Nos.39/41 and Nos.46/48. Only local residents, businesses, and their visitors are eligible to apply for exemption to enter the inner area if they meet the exemption criteria set out below.

Exemptions
During the operating times people walking or wheeling are able to enter the School Street.
Motor vehicles are prohibited during the operating times, subject to a limited number of exemptions.

Penalties for entering without an exemption
Anyone entering the School Street during the operating times in a motor vehicle without having obtained an exemption will be liable to a penalty charge notice.

Why are we proposing this?
The proposals form part of the Council’s commitment to promoting active travel (encourage children to walk, cycle and scoot to school), reduce pollution and improve safety outside the school.
