Overview

Following the introduction of the Grove Park controlled parking zone (CPZ) in December 2013 and its subsequent expansions in November 2016 and August 2019, the council is now commencing a review of the scheme to understand the views of those who live or work within the zone on the effectiveness, or otherwise, of the CPZ and whether changes are required. 

 


The CPZ, operates between Monday-Friday, 10am-Noon, incorporates Burlington Lane (in part), Chara Place, Chatsworth Road, Chesterfield Road, Eastbourne Road, Elmwood Road, Lawford Road, Milnthorpe Road, Park Road, Staveley Road (in part), Sutton Court Road (in part), Sutton Lane South and Wilmington Avenue.

 


The survey primarily focuses on the five aspects of the CPZ detailed below, but all views on the existing scheme are welcomed.

 


Has the CPZ improved the parking situation – is the CPZ having the desired effect of removing all day, non-residential parking and increasing parking provisions for residents, local amenities and associated visitors or, alternatively, have the parking controls had a negative impact in the area?

 


Operational times of the CPZ – the current operational times of the CPZ are Monday-Friday, 10am-Noon and the intention was to remove non-residential parking typically associated with ‘all-day’ users such as commuters. Whilst it is anticipated that the existing controls remain appropriate and provide adequate flexibility for visitors to park outside of the operational times, the council would welcome your views on the effectiveness of the current times and whether any alterations should be considered. 

 


Existing parking scheme layout – the current scheme layout includes both ‘resident permit’ and ‘shared-use’ (permit holders and ‘pay to park’ users) parking bays along with single and double yellow lines, as well as a ‘permit parking area’ in Wilmington Avenue (where no road markings have been provided). Local feedback will help inform the council of the suitability of the existing scheme layout and whether any changes should be considered to help improve or alleviate any known parking issues.

 


Elmwood road and Sutton Lane South – the council would also welcome feedback from residents of Elmwood Road and Sutton Lane South regarding the possible reassignment of these roads from the GP CPZ into the adjacent Fauconberg Road (FR) CPZ. Whilst the current situation has been in place since the CPZs were introduced, it may now be the case that residents would favour inclusion in the FR CPZ as this provides a more convenient option if ‘overspill’ parking was required during the scheme's operational times. 

 


Sutton court road parking bays – the council are considering a proposal to reassign the existing parking bays on Sutton Court Road (between its junctions with Elmwood Road and Lawford Road) from the FR CPZ into the GP CPZ. The purpose for this proposal is due to the existing properties in that section of Sutton Court Road being eligible for GP CPZ permits but occupants being unable to utilise those bays directly fronting their properties. Local feedback, particularly from residents of Sutton Court Road, would be welcomed to help guide the council on this matter.

 


The survey is also an opportunity for local feedback on any CPZ-related issues that may not be covered by the above topics.
