<div class="SCXW146108591 BCX4"><div class="OutlineElement Ltr SCXW146108591 BCX4"><h2>We are proposing changes to Hounslow&#39;s Council Tax Support scheme to take effect from April 2025. </h2><h2>We want Hounslow residents to review our proposals and share their views through the consultation below by 5 p.m. on Wednesday 27th November 2024.</h2><h3> </h3><h3>Overview </h3>The Council Tax Support scheme helps people on a low-income or benefits with financial assistance towards their Council Tax bill. We review this scheme every year.We are proposing changes to our Council Tax Support scheme to take effect from April 2025 and encourage anyone who gets Council Tax support, or anyone who has a view on how it works, to respond to this consultation and feed back on the proposed changes and how they could effect you.<h3> </h3><h3>What might this change mean for you?</h3>The proposed changes mean some residents could get more financial assistance with their Council Tax and that some would get less. Residents who might struggle to pay more towards their bill may be able to apply to a Hardship Fund which will provide financial assistance. More details on the Hardship Fund are below. The proposed changes seek to ensure families, larger households and carers get vital support they need. They only apply to working age residents, as the cost of the working age scheme is met from the Council&#39;s budget. Pensioners or care leavers under the age of 21 will not be affected by the changes.<h3> </h3><h3>Why is the Council considering these changes to the Council Tax Support scheme?</h3>Since 2012, Council funding from Central Government has reduced by a third. During that time the total cost of Hounslow&#39;s Council Tax Support scheme will have grown to around &pound;27.5m by April 2025. At July&#39;s Cabinet meeting Hounslow&#39;s financial strategy showed a very challenging financial position for the Council, with a forecast budget gap of &pound;30m by the end of the 2025/26 financial year. This can be seen against a background of increasing demand for services and cost increases due high inflation rates over recent years. The Council is developing a range of measures to balance its 2025/26 budget.The proposed changes to the Council Tax Support scheme will help the Council save &pound;3.5m - &pound;4m, reduce the &pound;30 million funding shortfall and ensure vital services are protected. Our current Council Tax Support scheme is generous. We have a high proportion of recipients who get full support and pay no Council Tax. This has steadily increased, with a 12% increase in the last five years, but this makes it unsustainable for the Council to leave the scheme as it is now. If Hounslow Council doesn&rsquo;t achieve the savings required by changing its Council Tax Support scheme, other difficult measures will need to be considered, including:<ul style="list-style-type: square;"><li>Using reserves to retain the current scheme, but this would reduce the funding available for improvements and - as reserves can only be spent once - this is not sustainable in the medium term.</li><li>Increasing Council Tax. The Council has increased Council Tax by the maximum amount allowed each year since 2021/22 (4.99%) for all residents*. Each 1% increase brings in an additional &pound;1.3m. The Government sets a limit each year on how much local authorities can increase Council Tax. In recent years this has been set at 2.99% with an additional 2% ringfenced for Adult Social Care. If the Council proposes to increase Council Tax by more than this it must hold a referendum.</li><li>Cutting Council services (such as waste and recycling collections, Children&#39;s&rsquo; and Adults&rsquo; social care, parks and leisure, libraries, street and road maintenance) for all residents.</li><li>A combination of the above.</li></ul>Please note - the &pound;3.5-&pound;4m proposed savings represent less than 15% of the &pound;30m savings required for 2025/26. The Council is considering other measures to close the budget gap and ensure we set a balanced budget.The proposed changes are intended to make sure families, larger households and carers receive the vital support they need, while reducing the overall cost of the scheme.Several other London boroughs are also exploring changes to their Council Tax Support schemes and others have already implemented similar changes. We know that paying more Council Tax will be difficult for many of our residents and, as part of the proposals, we will allocate a Hardship Fund to support residents who might struggle financially as a result of the proposed changes, for an interim period. We also want your views on how this extra support could work.* Please note these numbers are for illustrative purposes only as the Council has not yet finalised the increase in Council Tax for the 2025/26 year. The final amount of the increase will also be dependent on the Greater London Authority&#39;s Budget Setting process. </div><h3> </h3><h3>What are the proposed changes? </h3>We currently have a &#39;one-size-fits-all&#39; approach that only looks at household earned-income and does not take account of household size. That means, for example, that a single person with an income of &pound;200/month is treated the same as a large family with the same income. The Council proposes to allocate &pound;2m from reserves to create this Hardship Fund which is expected to be available from 1st April 2025 - 31st March 2027. Applications to the Fund will be made online, with support available if you need help, and it is proposed to award support following an assessment of any applicant&#39;s financial position and to ensure you are getting all other benefits you are entitled to. <h3>We want to change Hounslow&rsquo;s Tenancy Strategy so that if you move to a long-term Council home you will receive a year-long introductory tenancy, and if you keep to the terms of that agreement, after a year it becomes a secure tenancy. We introduced flexible tenancies to Hounslow Council homes in 2014.The Government&rsquo;s view was that flexible tenancies would give councils greater power to offer homes to those who need it most, and to avoid people being given lifelong tenancies when their circumstances may have changed. Over the years, Hounslow, the same as many other councils, has seen that flexible tenancies do not improve the supply of homes, and they create an administrative burden for us and for our tenants.Assuming this proposal is agreed, if you currently have a flexible tenancy and you are nearing the end of your five-year period you will automatically become a secure tenant, assuming you have kept to the terms of your tenancy. If you are earlier in your flexible tenancy, and don&rsquo;t want to wait, you can ask the Council to change it to a secure tenancy. <h3>What options were open to the Council? </h3>When reviewing flexible tenancies we considered:Do nothing. This would mean keeping flexible tenancies as they are at the moment. We suggest this is not feasible as the past 10 years of flexible tenancies has shown no benefit to the tenants, the community or the Council, and the approach has not improved the numbers of homes available.Keep a flexible tenancy for certain circumstances. We suggest this is not feasible as the flexible tenancy approach has not been proved to work in Hounslow.To stop issuing flexible tenancies. This is our recommended position. We will retain introductory tenancies for the first 12 months, which may address any immediate issue, so there seems to be no benefit of retaining flexible tenancies. We believe it would be fairer to our tenants if they can get their secure tenancy at an earlier stage.Hounslow&#39;s Cabinet agreed that we should consult residents on stopping issuing flexible tenancies, and your opinions will help inform our decision on how we move forward. Who are we consulting? We are asking all for your views on this proposal if you:<ul style="list-style-type: square;"><li>are a current Hounslow tenant, holding any type of tenancy</li><li>if you live with a Hounslow tenant</li><li>if you are on Hounslow&rsquo;s Housing Register</li><li>if you are not a Council tenant but you live near council homes.</li></ul>We are also keen to hear from local organisations who support people with housing.The outcomes of the consultation will inform the Council&rsquo;s decision about the terms of the Tenancy Strategy and whether flexible tenancies should no longer be offered. <h3>Please share your views </h3>We want to know what you think about this proposal. <div class="OutlineElement Ltr SCXW69001522 BCX0">Hounslow&rsquo;s Children and Young People&rsquo;s Plan is a council-wide, strategic plan that will guide how our different services include children and young people. We would like to hear from people living, working and studying in Hounslow to understand their feedback on the legal compliance and soundness of our Local Plan 2020 - 2041 Proposed Submission Version (Regulation 19). We&#39;ve shared a little more detail about what we mean by &#39;legal compliance&#39; and &#39;soundness&#39; below.Our Local Plan guides decisions on future development proposals and addresses the needs and opportunities of our borough - it includes housing, employment and retail, as well as heritage and nature designations. It also identifies where development should take place and areas where development should be restricted. Local Plans are legally complaint if they are:<ul><li>prepared in accordance with our latest local development scheme;</li><li>accompanied by a sustainability appraisal and habitat regulations assessment;</li><li>subject to consultation carried out in accordance with our statement of community involvement;</li><li>compliant with all relevant laws including the Planning and Compulsory Purchase Act (PCPA) and the Town and Country Planning (Local Planning) (England) Regulations 2012;</li><li>has been prepared in line with the duty to cooperate (see below); </li><li>in general conformity with the London Plan.</li></ul> Local plans are considered to be sound if they have been:<h3>Positively prepared</h3>Provides a strategy which, as a minimum, seeks to meet our objectively assessed needs and is informed by agreements with other authorities, so that unmet need from neighbouring areas is accommodated where it is practical to do so and is consistent with achieving sustainable development.<h3>Justified</h3>An appropriate strategy, taking into account the reasonable alternatives, and based on proportionate evidence.<h3>Effective</h3>Deliverable over the plan period, and based on effective joint working on cross-boundary strategic matters that have been dealt with rather than deferred, as evidenced by the statement of common ground; and<h3>Consistent with national policy</h3>Enabling the delivery of sustainable development in accordance with the policies in this framework and other statements of national planning policy, where relevant. <h3>What does &#39;duty to co-operate&#39; mean?</h3>We are required to co-operate on strategic matters with neighbouring boroughs and certain statutory bodies prescribed by government, such as those involved with health, conservation, the environment and housing, when we prepare the Local Plan. These are issues that cross administrative boundaries, so effective and ongoing joint working is integral to the production of a positively prepared and justified strategy. How we&#39;ve engaged with communities so farIn November to December 2023 we asked you to comment on a proposal to progress the Hounslow Local Plan Review as a single Local Plan, rather than as a series of separate documents in different volumes, which was the case until the Local Plans were withdrawn from examination in July 2023. Details of this consultation, including our responses to your comments, can be found in section 2 of the &#39;Proposed Submission version Hounslow Local Plan 2020-2041: Consultation Statement and Duty to Cooperate Statement&#39; included in the Documents section on the right hand side of the page.In the process of producing the previous Local Plan Reviews, we conducted extensive consultation events, both statutory and non-statutory. The Local Plan: Proposed Submission Version takes forward much of the content of the previous Local Plan Review documents, with updates and refinement. What happens next?Following the close of the consultation period, the Local Plan: Proposed Submission Version, as well as other consultation documents, supporting documents and all of your Regulation 19 responses will be submitted to the Secretary of State for independent Examination. We will update our <a href="https://www.hounslow.gov.uk/info/20167/local_plan/1549/local_plan_review">Local Plan Review webpages</a> and send notifications to those who have responded to this consultation at each step of the process, including when examination hearing dates have been set by the Planning Inspectorate.
