Fast Charge Points for EVs - Qwello Batch 1

Hounslow Council is planning to expand electric vehicle (EV) charging points across the borough to better support residents who want to switch to electric vehicles and make sure charging is available where it’s needed most.

The Council wants feedback on the proposed installation of fast charge points in eight locations and we are asking for comment from the people who live or work closest to the proposed installation sites, but anyone can submit a comment. Due to the number of charge points proposed across the borough, locations will be consulted upon in phases.

Why your feedback matters

The Council has undertaken initial technical studies to identify suitable locations that align with the walking distances identified in its EV Charging Strategy, whilst also considering factors such as highway safety, proximity to residential areas and accessibility. Ward councillors have reviewed these sites, but local insight is essential, things like parking habits, busy times of day, access needs, or community preferences can make a big difference. This consultation ensures the final decisions reflect community views as well as technical assessments.

By responding, you will help:

• highlight local issues or opportunities that technical studies may have missed when choosing the proposed sites
• inform final decisions about where charge points are installed
• ensure installations consider safety, accessibility, and real-life neighbourhood use.

Background

This programme supports the move away from petrol and diesel vehicles towards cleaner transport. Transport is one of the biggest sources of carbon emissions locally, so increasing EV use is important for improving air quality and meeting climate goals. EV ownership is growing quickly. Around 51% of residents in the borough don’t have off-street parking, which means public charging points are essential. National policy is also driving change. The UK plans to stop the sale of new petrol and diesel cars by 2030, and new hybrid cars by 2035. The borough needs to prepare now so infrastructure keeps up with demand.

The Council launched its EV Charging Strategy in November 2022, setting a target of delivering over 2,000 new charge points, particularly in residential areas.

Fast charge points (fast charge point locations including dedicated bays)

The list below gives the proposed sites for installation of fast charge point sockets. Alongside the charge points, there will be dedicated bays adjacent to the charging points which will include associated road markings and signage, plus an electrical supply feeder cabinet.

The EV charging bays will be available exclusively for vehicles that are plugged in and charging. Once a vehicle has finished charging, drivers are encouraged to move their vehicle promptly to allow others to access the charge point.

The Council is working in partnership with charge point operator (CPO) Qwello to deliver these charging points. Qwello’s innovative technology will provide EV drivers with a fast, convenient and accessible charging experience. Designed with user needs in mind, every unit will feature contactless payment, reservable sessions through the Qwello mobile app, and 24/7 customer support.

There will be proposals for sites across the borough, but the consultation will be run in phases. The following sites are currently ready for comment:

Further sites will be shared for comment when site feasibility, distribution network operator connections and formal consultation processes have been completed.

How to get involved

Residents, businesses and visitors are invited to share their views on the proposed sites before 5pm on 6th March 2026. Letters have been sent to the households closest to the proposed sites to inform them of the proposals and invite feedback.

What Happens Next?

All feedback will be reviewed by officers and then a summary will be shared with the respective Ward Members and the Cabinet Member for comment. The feedback will be presented in a decision report for the Assistant Director for Traffic, Transport & Parking, as set out in the recommendations in the Cabinet report on the Council's EV Charging Strategy. The decision report will be published online in Spring 2026 and shared on this page.
