Green homes grant

Hounslow Council has joined 13 London councils to implement smart energy efficiency retrofits on fuel-poor homes as part of the Council’s ambition to make Hounslow a net zero carbon borough.

The Green Homes Grant: Local Authority Delivery (GHG:LAD) is open to Hounslow residents who are homeowners or live in social rented homes (and have low energy ratings and low incomes). Residents may qualify for up to £10,000 of grant funding, which covers the cost of energy saving upgrades such as improved low carbon heating, insulation, and smart controls.

Community energy fund

The Hounslow Community Energy Fund (HCEF) supports community-led decarbonisation projects which benefit the wider community, and offers community groups a grant of up to £40,000 to improve energy efficiency.

In the fund’s first phase through 2022/23, the Council funded six projects totalling almost £212,000. In phase two (2023/24), a total of £150,000 to support community driven initiatives was available, with five applications under review.

Retrofitting Hounslow's homes

Hounslow Council is committed to improving the energy efficiency of residents’ homes across the borough, and aims to improve the energy efficiency of social housing so that they reach an EPC rating of C or better. Support has already been secured through the Social Housing Decarbonisation Fund which will help deliver a £13.6m project that will retrofit 348 council homes across Hounslow.

The Green Homes Grant Local Authority Delivery Scheme(GHG:LAD) has also allowed the Council to install more than 350 energy efficiency measures in more than 200 homes.

Cost of living support

Better Homes, Better Health provides a free package of support to help eligible Hounslow residents improve their homes, keep warm and save money on energy bills.

The service aims to promote wellbeing and reduce incidences of ill-health during winter through phone consultations with trained energy advisors. A single referral to the scheme will provide access to a range of home energy support and advice.

The following groups of eligible residents are particularly important:

  • residents over the age of 65
  • low income families with children under 5
  • residents with long-term health conditions including, residents with cardiovascular and respiratory illnesses

Climate change resilience

In December 2022, Hounslow Council became the first borough in London to join Making Cities Resilient 2030 (MCR2030), which is led by United Nations’ Office for Disaster Risk and Reduction (UNDRR).

Working alongside more than 1300 other authorities across the globe, the Council will utilise tools, services and partners provided by MCR2030 to support the development and delivery of local resilience targets. The platform is currently being used to support the development of Hounslow’s Climate Resilience Plan, due to be published in 2024.

The Council is committed to improving the climate resilience of its towns and infrastructure
