This consultation closed on 29May 2024.
The Statement of Principles (the “Statement”) sets out the council’s approach to regulating gambling activity in Hounslow. It plays an important role in the council’s duty to manage the risk of gambling-related harm in Hounslow and to regulate gambling activity to mitigate the risk of such harm. The aim was to consult on the new ‘Statement of Gambling Principle 2025-2028.
This public consultation took place for 57 days from the 3rd April 2024 until 29th May 2024.
Background
The Council is required by law to publish a tri-annual Statement of Gambling Principles setting out its general approach to regulating gambling activities in the Borough. The Statement provides guidance to applicants, licence holders, residents and Members which provides consistency, builds public confidence and assists in making Hounslow a safe borough.
The Council must prepare and publish a Statement of Gambling Principles (“Statement”) at least every three years. The Council’s current Statement expires in May 2025, however the Gambling Commission guidance indicates that the revised Statement should be in place by the end of January 2025.

Section is now set apart and includes more details around the meaning of gambling harm, which is vulnerable, and issues manifesting as a result of gambling harm.

New Section which adds detail on basis for Local Area Risk Assessment and expectations on how to approach carrying out the assessment.

New section which clarifies when the Authority may, or will not, consider a license review.
Appendix Six: Signposting for Operators – Page 61
New section which sets out expectations of operators around customer interactions and record keeping. Section also signposts to a number of support agencies who are able to help with gambling addiction and wider, related issues such as other addictions, debt and homelessness.
Appendix Seven: Delegation of Functions – Page 67
New section which sets out the scheme of delegation for licensing matters.
Summary of outcomes
We did an extensive outreach operation directing people to the survey, engaging both local and national stakeholders. We also shared both electronically, in the newspaper, and in libraries.
The public consultation received 4 responses via the council’s official consultation platform ‘Engage HQ’.
Two were responses to the survey and two responses to the quick poll question. The council also received 1 additional response on the proposal via email from a legal company on behalf of the ‘Betting and Gaming Council’. This response has been incorporated into the qualitative analysis. One anecdotal response was received during a telephone conversation with a solicitor that stated that they had no comments for our consultation.
There were 13 questions in total with 2 respondents completing and submitting the consultation survey. Overall there was 1 response for yes and 1 response for no/don’t know for each question.
One example of a question and response is Question 2 -”Do you think that the updated principles protect vulnerable people who may be at risk of gambling related harm?” The responses were 1 - YES and 1 – NO.
There were 2 responses to Question 4 – “We want people to feel that they understand the issues that can be taken into account if there are problems at a gambling premises. Do you think the principles will encourage individuals to raise concerns?”. The responses were 1 – YES and 1- NO.
When will a decision be made?
The report will be heard at the Corporate Leadership team on the 24th September 2024 for noting, then going to licensing committee on 8th October 24 for approval and recommendation on to Borough Council. The report will then be presented to Borough council on 26th November 2024 for adoption by the council.
This report will ask the Licensing Committee to approve the draft Statement of Gambling Principles which has been subject to public consultation and refer onto Borough Council.
Finally, the report also asks the Borough Council to approve the draft Statement of Gambling Principles.
This report informs Members of a review of our existing Statement following a public consultation and recommends to Licensing Committee that Committee approve it and recommend its adoption to Borough Council.
Next steps
If approved at licensing committee and borough council a notice will be placed on the council's website for 28 days prior to its implementation. Once implemented this document will be available on the council’s website for new and existing gambling businesses and residents to familiarise themselves with the councils approach to regulating gambling activity in Hounslow.
