The Council plans to renovate Burlington House and would like to hear from the local community on if and how this could affect them.


The survey is open until Monday 16 March 2026.


Overview

Burlington House is a Grade II listed building located on Bedfont Green. The building is arranged over three floors and has a large garden with several mature trees. It is bordered by St Marys Church, Bedfont Close, and Longleat Way.

The building is owned by London Borough of Hounslow and has been vacant for several years. It was last used by a Supported Living service. While vacant it had fallen into disrepair and required remedial works. It is currently security gated and remote monitored.

The Council has considered options for the building, and with an urgent need to increase the supply of children's homes for looked after children, is proposing to repurpose the building and it's grounds as a children's residential home.

The Council is seeking your views to inform the planning submission and project design.


Background

In 2019/2020 the Council considered options for the building including remodelling the building into self-contained flats. An engagement exercise and planning application were completed for this option, but this did not proceed. Hounslow has an urgent need to increase the supply of children’s homes for looked after children particularly for complex needs. These children are often placed a significant distance from their family networks because of a lack of local provision, which negatively impacts their care experience and beyond.  Reliance on the external market also places significant financial strain on the Council.

The plan is therefore to repurpose the building and its grounds as a children's residential home.


Why we are asking

Before submitting a planning application in the coming months, we want to understand:

• any concerns you may have

• any local impacts we should take into account

• suggestions to help shape the proposal

Your feedback will help inform our planning submission and project design.


A planning proposal is anticipated to be submitted in the coming months and will be published online for planning consultation at Hounslow's planning portal(External link).

Ward Councillors will also be briefed, and planning and heritage officers are involved to ensure the proposals respect the building’s listed status.


Who we want to hear from

Everyone is welcome to participate; we particularly want to hear from the nearest neighbours and community groups to Burlington House.

The project is being developed in partnership with health and social care professionals and will also include consultation with young people with lived experience.

We are also taking advice from Planning and Heritage officers ahead of submission.


Why you should respond

You can find out more about the project and share views, this will enable us to respond to queries and concerns – either at our face to face event, or as part of our planning submission. Feedback from the local community at events and via the survey below helps the Council shape a project which works for the children, their families and the local community.

By sharing your views now you are helping the Council shape the children's residential home project, you are not being asked to respond to a planning application. You will be able to review the final scheme at the planning application stage and offer further comment at a later date. The Planning department can only consider comments received during the official consultation for the planning application. Your views now are important to help form what goes into that planning application but what you share now will not be directly considered as part of the planning application process.
